The council is preparing to apply for Moving Traffic Enforcement (MTE) powers and is asking for feedback on proposed sites for traffic management.

If approved by the Department for Transport, the powers would mean Automatic Number Plate Recognition (ANPR) camera technology could be used to enforce moving traffic contraventions, such as entering yellow box junctions and driving where vehicles are not permitted.

This would contribute to improvements in traffic flow, provide safer streets around schools and neighbourhoods, address access problems for emergency and public services, encourage sustainable travel and address anti-social behaviour problems linked to inconsiderate driving practices.

An engagement activity is open until 6 June, where residents can share their experiences of travelling in the 12 areas where enforcement activity is proposed.

Councillor Paul Kelly, lead member for housing, highways, planning and transport, said: “The suggested roads or schools are where there has been ongoing congestion, safety problems or non-adherence to traffic signs and markings.

“We want to hear from residents who travel in these areas, to see if there is anything we haven’t considered.”

A paper detailing more about the plans will be going to Cabinet in June and the application to the DfT must be submitted by 7 July and this will include feedback received from this engagement exercise.

If the MTE powers were given, they would be enacted from March/April. Drivers would be given a warning notice for a first offence within the first six months at each location, and a penalty charge thereafter.

Any surplus money generated over the operational costs would be invested back into highways improvement projects.
